Resilience and Reassurance: Towards a Role for the EU in Deterrence?

This policy brief, published with the Centre for Security, Diplomacy and Strategy of the Brussels School of Governance (November 2023), argues that there is an evolving role for the EU in deterrence. It focuses that:

• The EU cannot replace NATO, but contribute to deterrence in the Euro-Atlantic.

• The EU’s toolkits for geo-economic action and resilience are critical for its contribution to deterrence.

• Europeans will have to reflect on gradually replacing the United States’ (US) defence capacities.
